Does ethanol production affect gasoline prices?

One of the most recent claims of the pro-ethanol lobby is that increased ethanol production is holding down the price of gasoline in the U.S.  In a statistical analysis of the U.S. gasoline market Dr. Elam shows that increased ethanol production since January, 2000 has had no effect on either gasoline prices on refinery margins.  This paper is forthcoming in Feedstuffs.  The complete paper, the data, and the regression results will be available here after publication.

Cost of biofuels policy to the U.S. Economy

Ethanol production, spurred on by federal subsidies, is increasing corn demand and causing sharply higher feed costs for producers of meat, poultry and dairy products.  Despite the largest corn plantings on record and near-record yields, corn prices remain well over their 3-year average.  Given the corn prices that ethanol producers can afford at $100+ per barrel oil and current ethanol subsidies it appears that feed costs have permanently moved to a much higher plateau.

Dr. Elam recently published a study on the effects of Federal ethanol subsidies on feed and food costs.  This study was sponsored by the National Turkey Federation, the National Chicken Council and the American Meat Institute.

A copy of the full study is available here.

A copy of the study presentation to National Chicken Council/U.S. Poultry and Egg Association Food Media Seminar, April 7, 2008, is available here.

This paper is also available from the "Balanced Fuel and Food" website.
